With the accelerated construction of China's new power system, the market demand for switchgear, as a core piece of equipment at the end of the power grid, is showing structural growth. In 2024, the national output of low-voltage switchgear cabinets was approximately 18.5 million units, a year-on-year increase of 6.2%, while the market demand during the same period was only 16.2 million units, resulting in a capacity utilization rate of 87.6%, a significant decline from the peak of 94.3% in 2021. This overcapacity is not evenly distributed across all product categories. High-end intelligent cabinets, such as those with IP54 and above protection ratings and featuring remote monitoring and energy efficiency management functions, still face supply shortages, while traditional general-purpose cabinets suffer from severe inventory backlogs.

 

According to State Grid Corporation of China's 2025 bidding data, intelligent low-voltage cabinets accounted for 68.4% of its distribution network material procurement, an increase of 12.7 percentage points year-on-year. However, there are fewer than 30 domestic manufacturers with stable batch delivery capabilities, reflecting a dual predicament of insufficient high-end supply and redundant low-end capacity. This divergence is particularly evident in the power distribution cabinet and electrical distribution cabinet sectors, with leading companies accelerating their transformation towards modularization, standardization, and intelligence, while small and medium-sized manufacturers face survival pressures.

Raw material price fluctuations and cost pressures

 

In 2024, the average price of cold-rolled steel sheets was 4,320 yuan/ton, an increase of 18.5% compared to 2022, while the price of galvanized sheets exceeded 5,100 yuan/ton, leading to an average increase of 13%-15% in cabinet manufacturing costs. Against this backdrop, small and medium-sized manufacturers, lacking bargaining power and economies of scale, struggle to maintain reasonable profit margins, with some forced to reduce production or exit the market. According to statistics from the Bureau of Small and Medium-sized Enterprises of the Ministry of Industry and Information Technology, 217 low-voltage electrical cabinet manufacturers nationwide were deregistered or ceased production in 2024, of which over 90% were regional manufacturers with an annual production capacity of less than 50,000 units.

 

As a mainstream product, the raw material cost of metal electrical cabinets now accounts for 68.4% of operating costs, an increase of 9.2 percentage points compared to 2022. However, the average net profit margin has declined from 5.1% to 2.7%, indicating that the industry as a whole is experiencing "increased revenue but not increased profit." The severe flooding in the Yangtze River basin in the summer of 2025 caused sheet metal factories in Jiangsu and Anhui provinces to shut down for more than 10 days, directly resulting in an average delay of 17 days in cabinet delivery in East China. Some new energy projects were forced to adopt expensive air freight alternatives, increasing the transportation cost per unit by 3,200-4,800 yuan.

 

Challenges of Intelligent Transformation and Technological Innovation Of the low-voltage switchgears claiming "intelligent functions" on the market, only 41.2% have passed third-party functional verification. Many products suffer from software protocol incompatibility and closed data interfaces, undermining user confidence in purchasing. Meanwhile, downstream users such as large industrial and commercial enterprises and public facility operators are paying significantly more attention to total lifecycle costs and are more inclined to choose high-value-added products with predictive maintenance and energy consumption visualization capabilities.

 

The development of cabinet control technology is driving switchgear towards intelligence. The application of control panel cabinets and motor control cabinets in industrial automation is becoming increasingly widespread. Customers are placing higher demands on the cabinets' EMC electromagnetic compatibility, heat dissipation efficiency, and digital interfaces, but the existing supply chain is not yet fully adapted. Insufficient R&D investment and a talent gap have further solidified the technological stagnation. The average R&D intensity of the low-voltage switchgear manufacturing industry is only 2.1%, far lower than the 4.8% average level of the intelligent manufacturing equipment industry. Regional uneven development and emerging market opportunities

 

East and South China account for approximately 65% ​​of the national low-voltage switchgear cabinet production capacity. However, affected by the continued decline in real estate investment, demand for residential supporting projects decreased by 22.3% year-on-year in 2024. With the development of the photovoltaic industry, the demand for cabinets with high protection levels and compact structures is increasing. A survey by the China Electricity Council indicates that in 2025, delays in distribution network projects due to cabinet supply delays accounted for 17.8% of all cases in western provinces, highlighting the problem of regional supply and demand mismatch. Although the export market is showing growth-the export value of low-voltage switchgear reached US$2.86 billion in 2024-the cabinets, as non-independent customs declaration units, face overseas certification barriers that restrict most manufacturers from directly participating in international competition, further compressing the adjustment space in the domestic market.

 

Cabinet Applications in Transportation and Communication

 

Traffic cabinets and traffic signal cabinets play a crucial role in intelligent transportation construction. With the upgrading of urban transportation intelligence, higher requirements are placed on the protection level, heat dissipation performance, and modular design of signal control cabinets. With the construction of 5G base stations and data centers, the demand for high-density, intelligent fiber optic distribution cabinets continues to grow. Major manufacturers are accelerating their transformation towards intelligent and modular designs, with ODN patch panels featuring sensors accounting for 32% of the market. The North American market's acceptance of a premium for high-density architectures is 15 percentage points higher than that of Europe. A survey conducted in the fourth quarter of 2025 by the China Electricity Council and CCID Consulting, titled "White Paper on the Evolution of User Demands for Low-Voltage Power Distribution Equipment," revealed that among the 1,842 industrial, commercial, and infrastructure users surveyed, 89.7% explicitly stated that future procurement would prioritize cabinet products with "full lifecycle maintainability" and "digitally native architecture"; 76.3% of users required cabinets to be pre-integrated with status-aware sensors and edge computing interfaces upon delivery; 62.1% of users emphasized module hot-swappable support and IP54 or higher protection ratings; 54.8% of users focused on green attributes such as carbon footprint and recyclability; and 41.2% of users valued BIM integration and spatial aesthetic design.

 

Cabinet power distribution technology will develop towards intelligence, modularity, and greening, and the improvement of the standards system will provide a guarantee for industry innovation. With the continuous expansion of emerging application scenarios such as new energy, data centers, and rail transit, the power distribution cabinet industry will usher in new development opportunities, but it will also face challenges in technological innovation, cost control, and market competition.
